Waterford man indicted in ‘90’s cold case

A Waterford man was indicted on murder charges this week by a Washington County grand jury in connection with the death of a mother and 17-month-old infant in 1995.
Scott A. Hickman, 49, was indicted Tuesday on four counts of aggravated murder and two counts of murder after the death of 28-year-old Kimberly Fulton and her son Daniel on March 5, 1995, according to Ohio Attorney General Dave Yost and Washington County Sheriff Larry Mincks Sr.
In 1995, the bodies of Kimberly and Daniel were found in the burnt remains of their residence which had been set aflame. Autopsy results revealed the two had been killed prior to the fire and it was believed by investigators that the fire had been set to cover up the homicide. Hickman was arrested in 1998 after investigators learned he was at the scene during the incident but due to a lack of evidence at the time, he was released.
The case had been deemed cold but due to the efforts of the Cold Case Unit of the Washington County Sheriff's Office, the case was reopened in 2019 with investigations leading to Hickman's arrest, according a release from Yost's office.
"The passage of time does not diminish the community's need for answers in this horrendous crime -- nor does it absolve those culpable," Yost said. "This indictment is the product of sound investigative work and is the first public step toward justice."
The indictment, filed with Judge Mark Kerenyi in the Common Pleas Court of Washington County, said Hickman "did purposely, and with prior calculation and design, cause the death of Kimberly Fulton (and) Daniel Fulton."
It also said Hickman "purposely" caused the death of Kimberly and Daniel while committing aggravated arson.
"The indictment was the result of hard work from the attorneys of the Special Prosecutions Section of the Ohio Attorney General's Office and detectives from the Washington County Sheriff's Office Cold Case Unit," Mincks said. "It is the first step towards a successful conclusion of this investigation. This investigation remains ongoing."
Hickman was arrested Wednesday and was being held at the Washington County Jail without bond. A press conference will be held today to provide more details about the incident and more information will be released as it becomes available.
