Obscene acts at Walmart earn indictment

A West Virginia man who reportedly used a syringe to squirt bodily fluid on women in a local store is among 12 people indicted by a Washington County Grand Jury this month.

Timothy D. Blake, 28, of 4520 Sams Creek Road, Mineral Wells, is facing four fifth-degree counts of pandering obscenity and one first-degree misdemeanor count of menacing by stalking after he allegedly admitted to incidents of public masturbation and menacing in the Marietta area during 2016.

“He made the mistake of squirting semen on the back of a female who had ties to law enforcement and used her phone to alert authorities,” said Washington County Assistant Prosecutor Raymond Hamilton.

Hamilton said Blake allegedly performed similar acts in January, November and December of 2016 and followed at least one female to the restroom.

According to a report from the Washington County Sheriff’s Office, Blake was arrested in late December and reportedly admitted to 12 instances during which he masturbated in a store parking lot, filled syringes with the fluid, then followed women into the store and squirted the liquid onto their backsides.

Hamilton said the alleged incidents occurred at the Marietta Walmart.

Also indicted was Shelley Petty, 61, of 828 Morgan Ave., Belpre who is facing theft charges for allegedly stealing more than half a million dollars from her elderly parents.

“This is a daughter accused of pilfering (a total) $598,000 from her parents in Belpre,” Hamilton said. “This had allegedly been going on since 2011 and up to June of 2016.”

He said Petty was caregiver for her parents, Ellen and the late Roy Kanitz. She is charged with two first-degree felony counts of theft from a person in a protected class, as well as two second-degree felony counts of theft from a person in a protected class.

In addition, Petty’s son, Darren Petty, 29, of 211 Pickering St., Parkersburg, has been indicted on one third-degree felony count of theft from a person in a protected class after he allegedly used the Kanitz’s ATM card to withdraw more than $12,000 from their bank over a two-or-three-week period in May.

Other indictments include:

¯ Emetayare Jones Enomate, 19, Desiree Monique Jackson, 22, and Lovauntea J. Mickens, 18, all of Columbus, were indicted on charges related to possession and trafficking of methamphetamine and heroin.

The trio was arrested Feb. 3 at a motel in the 500 block of Pike Street by detectives of the Marietta City Police Department and agents of the Washington Morgan Noble Major Crimes Task Force.

“All three were working together and appear to be part of a gang affiliation out of Columbus,” Hamilton said.

Investigators reported a total of more than 88 grams of meth and 12 grams of heroin were found on the three suspects.

Enomate, Jackson and Mickens are each charged with one second-degree felony count of aggravated trafficking in drugs and one second-degree felony count of aggravated possession of drugs.

Mickens was also indicted on one fourth-degree felony count of aggravated trafficking in drugs, one fourth-degree felony count of aggravated possession of drugs and one second-degree felony count of participating in a criminal gang.

Enomate and Mickens are being held in the Washington County Jail on $300,000 bond. Jackson is also being held on a $75,000 bond.

¯ Kenneth Scott McClellan, 28, of 5525 Hoover Ave., East Fultonham, was indicted on one fifth-degree count of possession of drugs.

McClellan was arrested for possession of methamphetamine in Marietta in September, Hamilton said.

¯ Terry T. Riel, 20, last known address 1341 Spring St., Parkersburg, is charged with one fourth-degree count of failure to appear for a hearing related to a burglary and grand theft charge from May of 2016.

¯ John W. Ashby, Jr., 39, of 814 Race St., Vienna, W.Va., is charged with two fifth-degree felony counts of theft that occurred in 2015.

“He was manager of the Rent to Own in Marietta, and instead of depositing the store’s money in the bank, he was putting it in his own pocket,” Hamilton said.

¯ Buddy Allen Miller, 39, of 815 Fifth St., Marietta, was charged with one fourth-degree felony count of domestic violence and one first-degree misdemeanor count of assault for beating up his girlfriend in August.

Hamilton said the domestic violence charge was elevated to a felony because Miller is a previous domestic violence offender.

¯ Joshua A. Gibson, 34, of 2200 Hill St., Apt. D, Belpre, faces one third-degree felony count and one fourth-degree felony count of domestic violence for assaulting his girlfriend.

Hamilton said Gibson, who has a history of domestic violence, was arrested on the latest charges in Belpre in December.

¯ Hillire J. Dalton, 45, of 833 Second St., Lot 7, Marietta, was indicted on a third-degree felony count of possessing weapons under disability.

Dalton, who has been previously convicted of felony charges in Florida and Texas, was arrested in a Marietta mobile home parking lot last week where he was allegedly attempting to sell a weapon, Hamilton said.
