Man in custody after alleged threats, disturbance on Ninth Street in Vienna

VIENNA — A man was taken into custody Tuesday following a reported disturbance on Ninth Street that prompted a police response and temporary evacuation of nearby residents, according to authorities.
Joseph Cody, no age listed, was taken to WVU Medicine Camden Clark Medical Center for evaluation and charges are pending, according to Vienna Police Chief Carl Powell and a release posted on the department’s Facebook page.
Powell said officers were first dispatched to 1201 Ninth St. at approximately 11:52 a.m. in reference to a male suspect reportedly armed with a knife.
“We were there in the morning,” Powell said. “We get there and he’s not there with anyone else, and there was no domestic, so we basically at that point advise him, keep it down. It’s obviously a mental crisis situation.”
Police were called back later after receiving a report that the individual had made threats toward neighbors, Powell said. He noted officers had not yet obtained formal statements from those involved at the time of the initial report.

Neighbors Roger Slack and Leona McCumbers alleged the man made threats and acted aggressively during the incident.
Slack said the individual approached within several feet holding what he described as a fixed-blade knife and made verbal threats.
“I was like, get away from me,” Slack said, adding the man allegedly threatened to harm others and said he would hurt people if police approached.
McCumbers said she witnessed the man acting violently and said he was “getting ready to hit him (Slack) with a shovel” and broke a large window at the apartment complex.
The release said Cody allegedly made threats toward residents of the apartment complex. When officers attempted to make contact, Cody told law enforcement he would harm them if they approached his apartment, according to the release.
Police established a perimeter and evacuated nearby residents after Cody barricaded himself inside the apartment and refused to comply with commands to exit. After several hours without effective communication, the Vienna Police Department deployed its Special Response Team, the release said.
The team took Cody into custody using what the release described as minimal force.
“The suspect is fine. He was brought out to EMS. He’s going to the hospital to make sure he doesn’t have any injuries, and then from there, charges are pending,” Powell said. “He is in our custody.”
Multiple agencies responded to the scene, including the Vienna Police Department’s Special Response Team, the Parkersburg Police Department, Vienna Fire Department and EMS, Powell said.
