Grand jury includes meth, heroin indictments

Methamphetamine and heroin charges dominated the most recent round of the Washington County Grand Jury indictments, released on Tuesday.

They included several indictments for a Newport man accused of illegally owning many guns and trafficking methamphetamine.

Reed M. Byers, 25, of 25 Maple St. Apt.2, was indicted for five counts of aggravated trafficking of methamphetamine and having a weapon while under disability. All charges are third-degree felonies. From January to July of this year, members of the Washington County Major Crimes Task Force made four controlled buys from Byers which resulted in a search warrant being issued for his residence on Aug. 17. During the search, officers found almost 14 grams of methamphetamine and 10 guns.

“They found 10 guns, all loaded and ready to go in a small one bedroom apartment,” said Washington County Assistant Prosecutor Joe Derkin. “Allegedly he was becoming a major dealer in the area.”

The 10 guns, a van Byers allegedly sold drugs from and materials related to selling drugs were forfeited.

Other indictments included:

•Deane A. Beck Jr., 38, of 111 West Montgomery St., Lot 10, Marietta was indicted for trespassing, a fourth-degree felony, and escape, a third-degree felony. On July 26, Beck was arrested by the the Marietta Police Department and transported to the hospital for medical care after he complained of having chest pains..

Ashley N. Moore, 20, of the same residence, met Beck outside of the hospital in a truck and let him drive from the scene with Moore in the passenger seat, prosecutors said. Moore was indicted for complicity to escape, a third-degree felony.

•Jackson L. Hennes, 49, of 2280 Veto Road, Vincent, was indicted for assault of a peace officer and assault of an EMS provider, both fourth-degree felonies. In January, a woman from the residence called authorities for help and said Hennes was acting strange and had gone into a wooded area. After searching the woods a deputy from the Washington County Sheriff’s Office and EMTs found Hennes laying on the ground not properly dressed for the winter weather.

“He said he didn’t want any assistance. But the responders determined that he did need it. When they began giving him help, he began attacking them,” said Washington County Prosecutor Kevin Rings.

• Lucinda H. Snyder, 65, and Cecil Snyder, 63, both of 819 Front St., Marietta are accused of stealing almost $22,000 collectively from Medicaid. They have both been indicted for theft and medicaid fraud, both fourth-degree felonies.

•Edward E. Murphy Jr., 38, of 204 Brandy Drive, Marietta, was indicted for aggravated trafficking of fentanyl, trafficking heroin, possesion of heroin and aggravated possesion of methamphetamine, all fourth-degree felonies. Murphy was also indicted for third-degree felonies of trafficking heroin, aggravated trafficking of methamphetamine and tampering with evidence. He also received a fifth-degree felony charge of possessing criminal tools and a misdemeanor charge of endangering children.The charges resulted from controlled buys from April 4 to April 11 and a search warrant issued on April 16.

•Jordan W. Belford, 22, of 44681 Krieg Ridge, Sardis, was indicted for a fourth-degree felony charge of failing to register as a sex offender from Aug. 17 to Sept. 22. The charge stems from a previous conviction of unlawful sexual conduct with a minor in Monroe County.

•Jason D. Knowlton II, 20, of 808 Division St., Parkersburg, was pulled over by the Belpre Police Department. Stemming from the Sept. 22 traffic stop, he was charged with trafficking marijuana, a fifth-degree felony, and carrying a concealed weapon and OVI, both misdemeanors.

•David S. Burns, 41, of 26691 Huckleberry Road, Coolville, was seen in a physical and verbal altercation with his girlfriend on Aug. 23 in a parking lot on Ohio 7. The Washington County Sheriff’s Office responded and he was indicted for a fourth-degree felony of domestic violence.

•Mary B. Caffey, 56, of 423 Fifth St., Lowell, was indicted for theft, a fifth-degree felony, and burglary, a third-degree felony. The Washington County Sheriff’s Office responded to a call on Aug. 14 about Caffey entering her neighbor’s home and allegedly stealing $5,960.

•Kenneth R. Rogers, 31, of 100A. Linwood Ave., Marietta, was indicted on a third-degree felony charge of domestic violence and the misdemeanors of domestic violence by threat of force and petty theft occurring on Aug. 23. According to the Marietta Police Department, after being confronted by his nephew about stealing his possessions, Rogers attacked him and threatened his stepfather with violence if he interfered.

•Jennifer M. Kapsha, 33, homeless, was indicted for a fourth-degree felony charge of theft from a disabled person. The Marietta Police Department originally arrested her from a complaint saying she was committing the crime from July 6 to July 20.

•Travis Leonard, 47, whose last known address was 893 Dry Run Road Parkersburg, was indicted for a fourth-degree felony of failure to appear on July 30.

•Zachary T. Lindemood, 26, of 106 Maple Ave, Woodsfield, was indicted for fifth-degree felonies of aggravated trafficking of heroin, and two counts of aggravated possesion of methamphetamine. He was also charged with two counts of the fourth-degree felony of aggravated trafficking of methamphetamine. He had third-degree felony charges of two counts of aggravated trafficking of methamphetamine, aggravated possesion of methamphetamine, illegal conveyance and tampering with evidence. He had two misdemeanor charges, obstruction of official business and theft. The charges are a result of an investigation from Dec. 12, 2017 to June 29 by the Ohio State Highway Patrol, Washington County Sheriff’s Office and other agencies.

He was also charged with having a weapon under disability, a third-degree felony, and the misdemeanor of improper handling of a weapon in a motor vehicle. The final two charges resulted from a traffic stop on Aug. 7 by the Marietta Police Department.

•Kevin M. Hess, 31, whose last known address was 3740 State Route 26, Marietta, was indicted for four counts of trafficking a fentanyl-related compound and three counts of trafficking heroin. All charges are fourth-degree felonies. The charges resulted from controlled buys to the Washington County Major Crimes Task Force in February Hess was also charged with aggravated trafficking of methamphetamine and aggravated possesion of methamphetamine stemming from a controlled buy on Jan. 16 by the Major Crimes Task Force. Both are third-degree felonies.

•Roger L. Ward Jr., 40, whose last known address was 1225 Weppler Road, Lowell was indicted for trafficking of heroin, a fourth-degree felony, after a Major Crimes Task Force investigation in January.

• Donald W. Carpenter Jr., 57, of 703 Thomas St., Belpre, was indicted for two third-degree felonies of OVI and the fourth-degree felony of carrying a loaded firearm. He was also charged with the misdemeanors of using a firearm while intoxicated and driving while on OVI suspension. The charges were a result of a traffic stop by the Belpre Police Department on Aug. 2.

•Cory D. Forshey, 36, of 815 Bender Road, Marietta, was indicted for obstruction of justice, a fifth-degree felony, after Washington County Sheriff’s Office found a person they had a warrant for at Forshey’s residence on Nov. 22 . He was also charged with the misdemeanor of possesion of suboxone.

•Kyle D. Hesson, 23, of 7200 State Route 821, Whipple, was indicted for the third-degree felony of aggravated trafficking of methamphetamine after a controlled buy was made by the Major Crimes Task Force at a McDonalds in Marietta on May 24.

•Susan A. Deel, 35, of 516 Smith St., Marietta, was indicted for aggravated trafficking of methamphetamine, a third-degree felony, after a May 24 arrest by the Major Crimes Task Force.

•Coy L. Smallwood, 26, of 101 Westview Ave., Marietta, was indicted for a fourth-degree felony charge of domestic violence, and the third-degree felony charges of attempt of felonious assault and abduction. The charges stem from an Aug. 31 arrest by the Washington County Sheriff’s Office at his former significant other’s home in Barlow.

•Luke A. Walton, 25, of 810 1/2 Pine St., Parkersburg, was indicted for improper handling of a firearm in a vehicle, a fifth-degree felony, and OVI, a misdemeanor. The charges stem from an Aug. 5 arrest by the Ohio State Highway Patrol during a traffic stop.

•Rose Hanes, 58, of 760 Greene St., Marietta, was indicted for animal cruelty, a fifth-degree felony, after her arrest on June 6 by the Washington County Sheriff’s Office for physically abusing her dog.

•Raymond C. Parker, 51, of 16300 Throckley Ave., Cleveland, was indicted for possesion of marijuana, a fifth-degree felony, and OVI, a misdemeanor, after a traffic stop on July 3 by the Ohio State Highway Patrol.

•Melissa A. Fletcher, 42, of 907 Neil Ave., Parkersburg, was indicted for burglary, a fourth-degree felony, and petty theft, a misdemeanor. The charges resulted after someone in a home on Ohio 550 contacted the Washington County Sheriff’s Office to report she was trying to enter their home on Feb. 27.

•Jamie A. Barton, 41, of 65 Oregon Drive, Vienna, was indicted for aggravated possesion of methamphetamine, a fifth-degree felony. The charges stem from a Jan. 26 arrest by the Washington County Sheriff’s Office.

•William J. Mitchell, 33, of 914 McGill Road, Vincent, was indicted for aggravated possesion of methamphetamine, a fifth-degree felony, after the Marietta Police Department arrested him on Aug. 2 following reports of a man in a panic on a porch on Matthew Street in Marietta.

•Delbert G. Newlon, 72, of 10775 State Route 550, Vincent was indicted for the misdemeanors of domestic violence and carrying a concealed weapon. He was also charged with the third-degree felony of abduction. The charges stem from a May 14 incident where he entered his estranged wife’s apartment and wouldn’t let her out until Washington County Sheriff’s Office officials arrived.

•Marcus M. Kimbrough, 29, of 103 Woodcrest Lane, Marietta, and Sunshine Louise Chapa, 34 of 136 Franklin St., Marietta, were both indicted for a misdemeanor of trespassing on Jan. 26 at a residence on Front Street.

•Amy C. Castelli, 34, of 507 Washington St., Marietta, was indicted for theft and forgery, both fifth-degree felonies. She allegedly cashed a stolen check at a local bank and was identified via social media from a surveillance video.

•Glenna Brooker, 38, of 121 Pine Drive, Little Hocking, was indicted for a fifth-degree felony of aggravated possesion of drugs and a misdemeanor of drug paraphernalia possesion. The charges stem from a traffic stop on Feb. 4 by the Washington County Sheriff’s Office.

•Nicholas R. Easton, 29, of 2605 Core Road, Parkersburg was indicted for possesion of methamphetamine, a fifth-degree felony, and a misdemeanor charge of possesion of drug paraphernalia. The charges were a result of a traffic stop on March 14 by the Belpre Police Department.

•Caleb M. Smith, 20, of 242 Blair Ave., Mineral Wells, W.Va. and Jason D. Knowlton II, 20, of 808 Division St., Parkersburg, were arrested on Sept. 6, 2016 by the Belpre Police Department after allegedly breaking into a home in Belpre. Smith was indicted for robbery and Knowlton was charged with complicity to robbery. Both charges are second-degree felonies. Both men were also charged with breaking and entering, a fifth-degree felony and the misdemeanor of theft.

•Crystal Clifton, aka Crystal Jeffers, 45, of 3050 Center Bend Road, Beverly was indicted for a fifth-degree felony of aggravated possesion of methamphetamine and a misdemeanor of possesion of marijuana. The charges stem from a Feb. 17 traffic stop by the Washington County Sheriff’s Office.
